The five anonymous people were challenging a provision of Assembly Bill 173, which passed in 2021 and permits the sharing of data about firearm and ammunition purchases in California with “bona fide research institutions.”

The plaintiffs contend the law violates their rights under the Second and Fourteenth amendments to the U.S. Constitution, which address gun ownership and equal protection under the law.

On Thursday, U.S. District Judge Larry Alan Burns in San Diego granted a request by Attorney General Rob Bonta to dismiss the suit.

Burns noted that AB 173 only permits sharing, under strict protocols, of information that the state already has about gun buyers and applicants for concealed-carry permits.

“The limited disclosure of private information for research purposes permitted by AB 173 doesn’t expose Plaintiffs to any novel risks or impose new burdens on them,” the ruling says.

Addressing the incident last year in which the state Justice Department publicly exposed personal information about applicants for concealed-carry permits, the ruling noted that none of it came from Stanford or UC Davis.

Speculation that such data could be hacked or deliberately disclosed has had no apparent “chilling effect” in the past on gun purchases, the ruling added.

So far, the two universities are the only institutions eligible to access the information, which includes gun owners’ names, addresses and ages. The database is to be used for studying and preventing gun violence, shooting accidents and suicide.

The plaintiffs have until Feb. 10 to file an amended complaint.

For this point in the water year — which starts in October — the totals are around twice the average at many Bay Area spots. November was drier than normal, and December brought about double the average rainfall.

The totals below are from Dec. 1 to Jan. 16 at National Weather Service stations.

The site of the greatest reading, Uvas Canyon, is at 1,100 feet elevation near the Casa Loma fire station, about 2 miles east of Loma Prieta.

To the south, Mining Ridge, at 3,288 feet elevation in Big Sur, has recorded 84.16 inches from Dec. 1 to this week.

Multiple 911 calls around 3:30 a.m. reported many shots fired on a residential block alongside Highway 99 west of Visalia. Deputies arrived to find victims both inside and outside the house. Five died at the scene, and the sixth at a hospital.

The Tulare County sheriff’s office didn’t identify the victims, but TV station KFSN said they included an elderly woman, a 17-year-old girl and a 6-month-old baby.

Two people reportedly hid and survived the attack.

Sheriff Mike Boudreaux told reporters the attack was “not random … this was a targeted family,” and that there was no danger to other neighborhood residents.

Boudreaux said investigators are searching for at least two specific suspects but he gave no information about them.

He added that the sheriff’s office conducted a narcotics-related search at the same home last week.

The storm likely will mark the final major blast of precipitation for the foreseeable future, offering the region a chance to recover from deluges that have killed at least 19 people across California since late December.

Still, meteorologists warned residents to remain vigilant a little while longer as flooding risks will remain until Monday due to extremely waterlogged soils.

“The ground is still saturated,” said Colby Goatley, a National Weather Service meteorologist. “There’s still going to be plenty of chance for runoff and localized flooding. We just want everyone to keep paying attention.

“But hopefully,” he added, “this is the light at the end of the tunnel.”

A California law that went into effect in July 2021 mandates the investigations because the men were apparently unarmed. There are now 29 pending cases on the list to be investigated, six of them added in the past month; reports have been issued for only two.

In Wednesday’s first shooting, San Bernardino County sheriff’s deputies arrived around 8:25 p.m. at a home in the unincorporated community of Joshua Tree where a man was reportedly trying to break into a house and yelling at the resident. The deputies said they believed he pointed a gun at them before they opened fire, but no weapon was found.

The second shooting was around 10:50 p.m. outside the Valencia Town Center mall in Santa Clarita. A Los Angeles County sheriff’s deputy responding to a report of trespassing was allegedly attacked by a man in the parking lot, and “a deputy-involved shooting occurred,” the sheriff’s report said. A female deputy was treated at a hospital for injuries suffered in the fight.

The two reports issued so far determined that no criminal charges were warranted against law enforcement officers in these cases:

July 15, 2021, Los Angeles: Police officers fatally shot a man in front of a McDonald’s on the Hollywood Walk of Fame. It turned out he was brandishing not a gun but a butane lighter.

Aug. 21, 2021, Guadalupe: A bullet fired by a police officer attempting to subdue a suspect ricocheted 60 yards and killed a man who was sitting in his SUV in the driveway of his home waiting to take his wife to dinner.

Amid announcements of new safety concerns in Mexico at the start of 2023, the official U.S. State Department travel advisories remained as they had been for several months, with six states in the “do not travel” classification.

The map above shows the advisory level for each Mexican state.

Level 4: The six states with the “do not travel” advisory, because of kidnappings and other crimes, are the northern border state of Tamaulipas, the central state of Zacatecas and the Pacific coast states of Sinaloa, Colima, Michoacán and Guerrero.

Level 3: The seven states for which visitors are advised to “reconsider travel” because of crime are Baja California (Norte), Sonora, Chihuahua, Durango, Guanajuato, Jalisco and Morelos.

Level 2: Except for the two Level 1 states, travelers to all the rest are advised to “exercise increased caution.” They are: Aguas Calientes, Baja California Sur, Chiapas, Coahuila, Hidalgo, state of Mexico, Nayarit, Nuevo Leon, Oaxaca, Puebla, Queretara, Quintana Roo, San Luis Potosi, Tabasco, Tlaxcala and Veracruz. Mexico City (Distrito Federal) is Level 2.

Level 1: The State Department advises “normal precautions” when traveling to Campeche or Yucatán, shown in green.

In addition to the general tourist warnings, specific prohibitions are issued to U.S. government employees staying or traveling in Mexico. The State Department advises that all U.S. travelers adhere to those rules.

On Jan. 12, 2023, Mexico City’s mayor announced that more than 6,000 National Guard officers would be posted in the city’s subway system after a series of accidents that officials said could be due to sabotage. The previous week, in-person services were suspended at the U.S. Consular Agency in Mazatlán because of violence across Sinaloa.
