After weeks of rain, one last storm Sunday night had residents waking up to more floods and mudslides Monday morning.

Ryan Orosco found himself in 3-foot-deep floodwaters at his mobile home along Bixler Road in Bryon shortly after daybreak. He carried his wife and young son separately out of the home. Thanks to the home standing on a raised platform, none of the water managed to make it inside. However, 3 to 4 inches of water seeped inside his parents’ home next door.

“It’s really stressful to deal with it,” said Orosco, 35. “It just baffles me how much water came down.”

In Berkeley, a mudslide slammed into Marjorie Cruz’s home on Middlefield Road about 6:30 a.m. Authorities issued mandatory evacuation orders to more than a half-dozen properties in the area.

“It’s completely shocking – I don’t have words to describe what I’m looking at,” she said. “Who expects to wake up in the morning and see an entire hillside in their dining room?”

For now, however, evacuees and weathered residents across Northern California can refocus on clearing the mounds of dirt and detritus thrust into their homes and draining lingering rainwater as the National Weather Service lifts flood advisories and the Federal Emergency Management Agency and the state’s Office of Emergency Services deploy aid.

CalTrain began offering the free, commemorative ride honoring the life and legacy of civil rights leader Martin Luther King Jr. in the 1980s. The ride also pays tribute to the 54-mile civil rights protest march activists endured in 1965 from Selma to Montgomery, Alabama.

The trip is also Bay Area transit’s homage to the Freedom Train, a three-mile procession Coretta Scott King, King’s late wife, organized in the form of 300 activists marching from Memphis, Tennessee, following King Jr.’s memorial services on May 2, 1968, according to the National Museum of African American History and Culture.

The mules and wagons of that first caravan of King’s Poor People’s Campaign drew attention to the injustices of tenant farming, sharecropping and the plantation economy. Marchers then boarded buses en route to Marks, Mississippi. Public transportation agencies nationwide still offer free rides annually to observe the occasion.

CalTrain’s rolling jubilee unfolded as the train departed from Diridon around 9:30 a.m., continued as it stopped in Palo Alto and San Mateo near 9:50 a.m. and 10:10 a.m. respectively and concluded in San Francisco close to 10:45 a.m. on Jan. 16.

The ride was suspended three years ago as the coronavirus pandemic upended public life. But previous rumors of its demise turned out to be exaggerated when this news organization reported the tradition’s finale in 2015. While CalTrain did not offer a special southbound service on the holiday this year, it did accept Celebration Train tickets on southbound trains departing San Francisco after 1 p.m.

At least 14 people have died since last week.

The storm prompted a few tornado warnings early Tuesday and brought heavy snow to the Sierra Nevada a day after dumping up to 14 inches (36 centimeters) of rain at higher elevations in central and Southern California.

Miles of Sierra highways were subject to chain requirements and closures due to whiteout conditions, and avalanche warnings were posted in the backcountry.

The Eastern Sierra’s Mammoth Mountain ski resort reported 4.5 to 5.5 feet (1.4-1.7 meters) of snow, with more expected.

National Weather Service forecasters expect storm to dump several more inches of rain, create more flooding concerns and bring winds that are expected to fell trees and power lines. The storm is the latest in a series of them that have been powered by an atmospheric river.

According to Gov. Gavin Newsom, 12 people have died in storms across the state. On Sunday, President Biden declared a disaster in California, making the state eligible for federal aid.

By noon, Gov. Gavin Newsom declared a state of emergency over the extreme weather event while public safety workers across Sonoma County were ramping up their response to reports of downed power lines and trees. Outages affecting up to 17,000 residents were also reported in downtown San Jose.

This latest storm is an atmospheric river, essentially a giant conveyor belt of water in the sky and moisture-rich maelstrom rolling in from the Pacific Ocean to fill California’s reservoirs and blanket the Sierra Nevada with snow, which has the potential to cause catastrophic flooding and mudslides.

By the scale used to measure the strength and impact of such weather systems, this torrent is a Category 3 out of 5. The scale meteorologists use bases the five categories of intensity on the duration of the tempest and the magnitude of water content called the Integrated Water Vapor Transport (IVT).

Wednesday’s atmospheric river is also being labeled a “bomb cyclone” for its rapid strengthening off-shore. That term describes an area of low pressure that intensified by 24 millibars within 24 hours, with millibars being a unit of measurement for atmospheric pressure.

The new year began in the tiny atoll nation of Kiribati in the central Pacific, then moved across Russia and New Zealand before heading deeper, time zone by time zone, through Asia and Europe and into the Americas.

The ball dropped on New York City’s iconic Times Square as huge crowds counted down the seconds into 2023, culminating in raucous cheers and a deluge of confetti glittering amid jumbo screens, neon, pulsing lights and soggy streets.

A man wielding a machete attacked three police officers near the celebration, authorities said, striking two of them in the head before an officer shot the man in the shoulder about eight blocks from Times Square, just outside the high-security zone. The two officers were hospitalized, one with a fractured skull and the other with a bad cut, but expected to recover. The 19-year-old suspect was also expected to recover.

Across the world, at least for a day, thoughts focused on possibilities, even elusive ones like world peace, and mustering — finally — a resolve to keep the next array of resolutions. Reporting by Bobby Caina Calvan of the Associated Press.

Kohler, who turns 99 in January, was a 17-year-old Seaman 1st Class when he charged across Ford Island base in the center of Pearl Harbor the morning of Dec. 7, 1941, with bombs and machine gun bullets raining down on him as he grabbed a .50 caliber machine gun, hopped into an aircraft and started firing into the sky. Now he’s a Concord resident and fixture at the annual beacon lighting, which this year marked the 81st anniversary of the surprise attack that killed 2,403 Americans and thrust the U.S. into the second World War.

“When that beacon light is turned on, that’s a tribute to those individuals who lost their lives at Pearl Harbor,” Kohler said of the ceremony in 2020.

The rotating lantern was installed in the late 1920s to assist transcontinental aviation. To ease fears that the beacon would be used as a navigational aid by enemy submarines, the system was deactivated during World War II, and only reignited on Pearl Harbor Day for one night only in 1964 at the suggestion of retired Admiral Chester Nimitz, wartime commander of the U.S. Pacific Fleet.

The tradition has continued to the present. The beacon is lit once a year, every Dec. 7 from sunset to sunrise the next day, to remember those lives lost at Pearl Harbor.

An exception was made during the COVID-19 pandemic, when the beacon was lit each Sunday beginning in April 2020 and ending in April 2021.

“Pearl Harbor still contains invaluable lessons for the nation,” said Robert Phelps, director of the Concord campus. “One thing people forget is how divided Americans were before the attack. Twenty years after the end of World War I, 70% of Americans polled believed that U.S. participation in the Great War had been a mistake. Immediately after Nazi Germany invaded Poland, 90% of Americans opposed getting involved in this next European war.

“Yet, Pearl Harbor immediately unified the nation, ensuring the eventual defeat of the Axis powers and their ambitions for global conquest.”
